Portsmouth Public School System. A 1956 graduate of I.C. Norcom High School. Received a Bachelor of Science Degree from Norfolk State University with emphasis in Banking in 1978 and a Graduate Degree in Bank Marketing at the University of Colorado at Boulder in 1982. Completed the Certification Program for Virginia Treasurers by the University of Virginia, August 1990.

Elected City Treasurer in November 1985. Began four-year term on January 1, 1986. Was unopposed for re-election as City Treasurer during the November 7, 1989 General Election and was elected for a second four year term that began January 1990. Retired from the Office of the City Treasurer on December 31, 1993

United States Marines

Entered service in the US Marine Corps Reserves in 1955 while a student at Norcom High School, Portsmouth, VA. Upon graduating in 1956 was assigned to extended active duty at the rank of Private First Class. Subsequently rose through the enlisted ranks to that of Sergeant (E-5) thereafter to be appointed as a permanent rank of Warrant Officer (W-1) by the President of the United States. Subsequently accepted a promotion to Second Lieutenant, First Lieutenant, Captain and Major. Simultaneously held a permanent rank as Chief Warrant Officer grades I, II, III and IV. Converted to Major as permanent rank.
