Battalion Chief Jeff Terwilliger

Chief Terwilliger was promoted to Battalion Chief in August 2005.  His career in Portsmouth began in 1994.  He currently serves as the Deputy Coordinator of Emergency Management responsible for the development, implementation and exercise of citywide disaster plans.

In addition, Chief Terwilliger serves as the department's liaison with the E911 Communication Center.   Chief Terwilliger holds an Associate’s degree in Fire Science, Bachelor’s in Management and has completed required coursework for his Master’s in Executive Fire Service Leadership.   He recently completed the National Fire Academy’s Executive Fire Officer Program and has obtained  “Chief Fire Officer Designation” from the Center of Public Safety Excellence.

Battalion Chief Earl Fly

Battalion Chief Earl Fly has been with Portsmouth Fire Department since 1972. Chief Fly was promoted to Battalion Chief after serving as a Fire Captain for 10 years.
